Guidelines for Final Full Paper Submission


Please note that per IEEE Publication Services and Products Board Operations Manual,
Section 8.2.1.B.10.:
'The use of content generated by artificial intelligence (AI) in an article (including but not limited to text, figures, images, and code) shall be disclosed in the acknowledgments section of any article submitted to an IEEE publication. The AI system used shall be identified, and specific sections of the article that use AI-generated content shall be identified and accompanied by a brief explanation regarding the level at which the AI system was used to generate the content.
The use of AI systems for editing and grammar enhancement is common practice and, as such, is generally outside the intent of the above policy. In this case, disclosure as noted above is recommended.'


Format for Accepted Papers

Final conference papers must be submitted following the IEEE conference templates here.
Failure to use the template may result in papers not being included in the Proceedings.
Please use A4 format in latex or word and consult the following editorial style manual when preparing your final submission. The maximum number of pages is 6, including title page and references. No more than two (2) additional printed pages (10-point font) over the 6-page limit may be included in your submission, and the extra pages will incur an over-length page charge of US$100 per page.

Using the IEEE template is mandatory, and any variation from the IEEE template may lead to immediate rejection of your paper by the system.


Submission Procedure

Please follow the steps below to complete your final full paper submission.

  1. Register for the conference HERE

  2. Please read carefully the following information concerning the registration procedure, especially if you are the prospective presenter of an accepted paper or if you need to guarantee inclusion of your accepted paper in the proceedings. An accepted paper will be published in the proceedings only if the full-fee registration payment for one of the authors is received and correctly processed by 15 August 2025 – no exceptions. In addition, the author must attend the conference and present the paper. Papers that are not presented will not be published. No exceptions.

    One author registration will cover the publication expenses of one (1) accepted paper. Two (2) additional pages may be added to a full paper for a fee of $100 each. For authors with multiple accepted papers, one full registration is valid for 1 (one) paper. For any subsequent accepted paper, an additional author registration at a reduced fee is required. Please see the author registration fees for multiple papers at the registration page. In the case no registration has been received and correctly processed to cover the paper publication, the conference organizers will contact the authors before the paper is removed from the proceedings.

    NO PAPER WILL BE PUBLISHED WITHOUT THE AUTHOR'S COMPLETED REGISTRATION AND PAYMENT.


  3. Generate an IEEE Xplore compatible manuscript using PDF Xpress

  4. All final manuscripts must be generated using the IEEE PDF eXpress® tool.
    Before creating a PDF, please proofread your source document thoroughly to confirm that it will require no revision. To generate the IEEE Xplore compatible PDF file of your paper, follow these steps:

    1. Go to the IEEE PDF eXpress® site: https://ieee-pdf-express.org/
    2. Create a new account by clicking on 'Create account' on the bottom of the login section
      or
      enter your credentials if you have an existing account
    3. Use 67488X for the Conference ID
    4. The first time you access the system, please complete the user registration.
      An online confirmation will be displayed and an e-mail confirmation will be sent verifying your account setup.
      Previous users of PDF eXpress® need to follow the above steps, but should enter the same password that was used for previous conferences and verify that your contact information is valid.
      Please note that in order to access the service, you need to allow the use of cookies in your browser.
    5. Start the creation of an IEEE Xplore compatible manuscript by clicking on
      'CREATE NEW TITLE'
    6. Continue to enter information as prompted and upload the source file (Word or LaTeX containing your paper) for conversion.
    7. At the end of the process you will receive the IEEE Xplore-compatible PDF of your paper by e-mail.

    If you encounter problems, please consult the Help Page or access the Support Center.
    If you do not find an answer in the Answers(FAQ) tab, go to the Submit a Question tab.
    Your question will be forwarded to IEEE PDF Support and answered within 3 business days.


  5. Upload your IEEE Xplore compatible PDF manuscript to EDAS
    1. Log in at https://edas.info/N33570
    2. Select the 'My Papers' tab
    3. Select the paper title you wish to upload the manuscript for to be directed to the paper record
    4. Specify the presenter and complete the presenter's biography form
      1. Declare who will be presenting the paper at the conference.
      2. Once in your paper record, click the 'Change/Add icon' in the Presented row. Indicate who will present the paper and click Choose presenter.

      3. Complete the presenter's biography form
      4. Presenters must fill out a short bio (50-word max) on EDAS by going to the
        'My Profile' tab. Then, at the top of the page click on the 'Edit' menu next to your name and select 'Change email address, affiliation and contact information'. Finally, fill in the information in the 'Brief biography' field. Information in this form will be used by the session chairperson to introduce the presenter.

    5. Complete the electronic copyright form via EDAS
    6. IEEE is enforcing strict copyright rules. For your convenience, the copyright form is made available electronically through EDAS. To access the copyright form, select the icon in the copyright column within your paper record.
      Further information on copyright can be found via the link in the 'IEEE Copyright Form' section below.
      NO PAPER WILL BE PUBLISHED WITHOUT THE SUBMITTED COPYRIGHT FORM.

    7. Upload your paper
    8. Bypass the 'Review Manuscript' option in your EDAS paper record and upload your paper directly to 'Final Manuscript' by selecting the upload icon.
      Please upload the IEEE Xplore-compatible PDF you have received from IEEE PDF eXpress® here. Submissions are due by 15 August 2025.


IEEE Copyright Notice

If authors would like to post their papers electronically on any web site, any FTP site, or any other electronic dissemination technique, they must include the IEEE Copyright notice on the initial screen displaying the IEEE-copyrighted material.


IEEE Copyright Form

Each accepted contribution to IEEE ICCE-Berlin 2025 must be accompanied by a signed Copyright Form. The copyright form should be filled out and signed by one author, preferably the primary author.
